Sometimes customers with ATT will report that they can send and receive text messages but not picture and MMS messages.  Generally what the cause of this is that they do not have an internet package on their phone.  You have to have at least a pay per use internet on your device, because to send and receive picture messages or MMS your phone also has to connect to the internet.  If you do not have an internet package then it blocks your phone from accessing the internet via the ATT network.
